Quite possible, although their might be a total compensation clause. It's a fairly obvious work around. 600k does seem arbitrary, i wonder if it's based on average salaries in the division or something along those lines.

I assume we'll be able to keep Rangel - surely it's just the same as signing an out of contract player on a one in one out basis (with him the outgoing player)

Wouldn't Rangel just be a contract extension rather than being affected by any transfer limitations?
